I.      CALL TO ORDER

        The Chairman called the meeting to order at 7:35 p.m.

A.      "William Childress" Signs
        147 Main Street
Applicant: William Childress, Esq., Owner
        
        Mr. Childress was not present to request more information related to design standards, lighting, and other pertinent material. The Chairman tabled the matter to the next regular meeting of Monday, May 24, 2010.

B.      "Old Saybrook Ambulance Association" Special Exception
        316 Main Street (Map 30/Lot 67) Residential A District
        Applicant: O.S. Ambulance Assoc.        Agent: Rick Staub, Pt. One Architects

Mr. Staub explained that the Ambulance Association is seeking to put a first floor addition with 2 bays on backside and a second floor addition with bunk space for housing eight with a separate break area with television, bathrooms, and locker area. There will be no additional street lighting. There will be a new driveway for access to bay area. Possible lighting on side or property to match front ambulance bay on South side. Minor landscaping to compliment what is already on property. The ornamental tree to stay or be relocated to appropriate area. The current entry will stay in place with a new back hallway, and new stairs. The Ambulance Association will re giving all information and insight to the architects. The composite trim around the garage doors (bays). Vinyl siding with corner board (6" wide) and 1/4 boards around door. There will be no shutters on new building, but asphalt shingles and Anderson windows will be used. Painted metal vertical stair on outside with full cutoffs. Outside of building will have low maintenance landscape with emerald arborvitaes (15'). Outside canopy (minimum lead coated) with bracket.

MOTION to recommend approval as drawn with the following:
  • Use trim shown on tower;
  • Use full cut-off exterior lighting - no glare off-site or into wetlands;
  • Use emerald arborvitaes (15');
  • Clarify roof drainage;
  • Add no more than one side lighting (full cut-off) at the rear entry door other than fixtures as shown; and
  • Submit revised lighting plan depicting site lighting.

C.      "Brewer's Ferry Point Marina" Site Plan Review
        29 Essex Road (Map 59/Lot 82, 83) Marine Commercial District
        Applicant: BFPM, Inc.   Agent: Gary M. Tierney, Design Two
Mr. Tierney stated that Brewer's Marina is proposing to erect a 7,000 square foot storage area for minor repair and preventative maintenance. The building would be 33' at the low point and 34.6' at the ridgeline (per zoning) with 4x4 square windows. The Marina wants to erect a low-key building with no lighting on building. The Exit doors (30' wide) will have sharp cutoff metal halide fixtures -interior onsite, not on public ways. Mr. Tierney pointed out that this site is in a marine commercial zone and the rooflines must be as they are because boats of various sizes and heights will be maintained in the building.

The tree warden will volunteer to work with applicant if needed to trim some declining maples that belong to the Town of Old Saybrook. The placement and number of arborvitae will be determined by the tree warden after viewing site. The arborvitae are intended to screen building from the East and South site.
MOTION to recommend approval of "Brewer's Ferry Point Marina" Site Plan with the following stipulations:
  • Add horizontal trim band to break up apparent wall height and to match the top wall perling face of 2" - 4" vertical face of drip and shadow line;
  • Identify on plans that the upper siding will be Cool Regal White, and the lower siding will be Ash Gray, as shown on presentation board.
  • Case all windows (Azak).
  • All openings 5/4 by 6 (similar as shown on window sketch).
  • Add corner boards (Azak) as either 5/4 by 12 or be part of metal system of projected line of 12" width.
  • The lighting will be as shown.
  • Place Dark American Arborvitae (8' - 10') between existing evergreens on the east and south elevations.
  • Submit revised landscaping plans depicting the count and placement of trees.

VI.     ADJOURNMENT
